Public Transportation HB 1025 Northwest Indiana transportation study commission. Establishes the northwest Indiana transportation study commission. Requires the commission to: (1) monitor the development of commuter transportation and rail service in the Lowell-Chicago and Valparaiso- Chicago corridors; (2) study all aspects of regional mass transportation and road and highway needs in northwest Indiana; (3) study northwest Indiana transportation, infrastructure, and economic development issues; and (4) study other topics as assigned by the legislative council. Provides that the commission consists of 14 voting members: six senators from northwest Indiana; six members of the house of representatives from northwest Indiana; one nonlegislator appointed by the northwestern Indiana regional planning commission; and one nonlegislator appointed by the Michiana Area Council of Governments. Civil Rights SB 0190 Discriminatory practice definition. Makes it a "discriminatory practice" to take adverse action against someone because they attempted to oppose a civil rights violation. (For example, it appears this bill would make it "discrimination" to fire someone because they opposed discriminatory hiring practices. This would allow multiple charges to be brought against them, making it easier to win a case.) Veterans with disabilities. HB 1121 Establishes the Governor's Commission on Service Disabled Veteran Small Business, which would establish programs and set annual goals for the use of such businesses in government contracts. Health coverage SB 360 Long term care services. Gives area agencies on aging flexibility in managing program funding. Allows spouses and parents of individuals who are at risk of being institutionalized to provide attendant care services. Prohibits a patient from being discharged from a hospital to a nursing facility in which certain representatives of the hospital have a financial interest unless the patient consents. Allows an area agency on aging to make presumptive eligibility determinations for the aged and disabled Medicaid waiver under specified circumstances. 211 Funding HB 1283 211 Funding. If a local government has excess funding for 911 services, they would be allowed to transfer funds to 211 services. Parking Placards HB 1248 Parking placards. Requires that a parking placard issued by the bureau of motor vehicles to a person with a physical disability must contain the final four digits of the person's driver's license or unique identification number. Makes it a Class C misdemeanor for a person, other than the person to whom a parking placard is issued, to use the parking placard to park in a parking space for persons with physical disabilities.
